St. Albans Township Comprehensive Plan Adopted
As a community-supported document, the Comprehensive Plan update was directed and managed by a volunteer Community Advisory Committee made up of a cross section that included Township staff, residents, business owners, property owners, the School District, and other committee and local group representatives. The Community Advisory Committee’s role is to provide direction and feedback to the Township’s planning consultant, Neighborhood Strategies, LLC, who was tasked with developing the plan itself. The Committee met monthly from March 2022 through October 2022. The Plan was adopted on November 17, 2022 by Township resolution #2022-02.
The Community Advisory Committee (CAC) met regularly from April 2022 to October 2022 meeting most times twice per month. The meetings were open to the public and well attended often leading to discussion between the CAC and public. Meeting attendance from the public ranged from 10 to 50 with most attending towards the end of the process.
PURPOSE AND USE OF THE COMPREHENSIVE PLAN
Purpose - The comprehensive plan should be used as a guide for public decisions that affect the physical development and maintenance of the Township.
Use - The maps and figures that describe the recommended locations of various land uses and facilities should not be assumed to be the entirety of the plan. They are only one component of the comprehensive plan. Their primary role is to show how policies and standards are to be applied to the actual physical form of the community. Recognize, however, that commitment of citizens to planning is fundamental to the implementation of the recommendations made by maps, figures, and other components in of the plan.
FUTURE LAND USE
The future land use map (FLUM) designates the township into distinct districts. The St. Albans Township Comprehensive Plan designates over 66% of the township as ‘agriculture’ which does not allow suburban residential or commercial development. Another 7% is dedicated to ‘park and open space’. The figure below shows the balance of the future land use.
NEXT STEPS
The Township Trustees are continuing their proactive planning by developing an economic development strategy focusing on joint economic development districts, road improvement planning and zoning resolution updates.
